Most of the employer focus since the enactment of the Affordable Care Act has been on whether or not to “pay or play”, or offer health insurance or pay a fee and send employees to state or federally run health exchanges. One outgrowth of the mandate to pay or play has been the private exchange, an alternative to the public exchanges. Private exchanges will allow employers to better manage health care costs while giving employees more choices for their insurance needs.
