Late last week, the Federal Motor Carrier Safety Administration (FMCSA) finally released its long-awaited report on its study of the effect of the changes to the 34-hour restart provision. In advance of the study’s release, ABA, as part of an industry coalition, has been meeting with offices on Capitol Hill to communicate the negative impacts the Hours of Service (HOS) rules are having on business. The group has been particularly focusing on the 34-hour restart provision, which is making it more difficult and costly to deliver our products.
